You can do 2 things. You can either 'mention' them, which means that it will show publicly, or you can Direct Message them. To mention them, you simply write @'user name' (whatever their user name might be) and they'll receive it in a 'mentions' tab on twitter. To Direct Message them, they must also be following you. If so, go to their profile and click 'message' (if you're on the new twitter) if not, click the drop down bar under their picture and click 'Send a Direct message'

type @ and than there username and than the message
