So can I download the application if the application wasn't already on there?
At the bottom of the facebook page I accessed through
m.facebook.com
says download facebook for your blackberry
can i download it or will it cost money?

Yes, you can download the app. But it will cost you data charges if you don't get it via the mobile websites listed (or if you are not in Australia).
