You tweet them A LOT! & then they might tweet back or retweet.
Most of them don't follow back.

Why would they, unless you were tweeting something unique that everyone notices....they don't know you personally....

Say something nice and set up a twitter bot (perhaps on a side account so you don't annoy your followers)
That'll get you noticed
