I'd like to know if theres a way to figure out if someone has read a direct message I sent to them on twitter, so I know if they might be ignoring me

There are actually many ways of doing it. Unfortunately for you, they all cost either skill or money to an extent that you do not have.
I would suggest that you have a face-to-face with this person you think is avoiding you, it will be much less costly and you will get a better understanding of why they are or are not ignoring you rather than just seeing if they read your message.
