I dont like to give out my social security number and if it is possible I would like to find a VISA debit card that does not require me to provide my social and I can use it anywhere.

There are such cards. You can usually buy them at Von's markets, Ralph's, CVS, Long's Drugs, Rite-Aid, and a lot of other places. Be sure to read all of the restrictions on the card package before buying it, and follow the directions on the back of the card before using it, though, since there are many different ones, with different requirements. Also, some places will not accept these cards as payment.

Yes, you can buy them off the shelf at most large stores. Walmart, etc.

BTW, providing your SSN is not related to the Patriot Act. It is requested by credit card providers in order to access your credit report.
