How do I change the picture from the exclamation point to a picture of myself.. Without using my Facebook or Twitter?

Access Yahoo avatars, and go to that site to redesign your avatar.

Go to My Activity
Click on - Edit my preferences.
Select - Update photo or avatar
There you can update your image by following some simple instructions.
Ensure that your pulse profile is not hidden.
