I have done a fashion website that allows search for blogshops in singapore. However, it is already 6 months and my PR is only 1. I have done listing in facebook wall, youtube comments, yahoo questions. What else can i do to improve it? What can i make people to return?

My first question to you: what are you doing to ensure that you've got QUALITY content?
Because quality content is what will make them want to come back again and again to your site. It will bring in the traffic you need as you can rank better in the search engines.
Success on the web first and foremost starts with great content -- content that people will find useful, has value with great resources.
What other type of information can you put in your site that will have value to your target market? What do they want to see from your type of website?
