Be interesting. Follow people.
Some people have it on their profile: 'I follow back', you could follow them. Then when you're satisfied with your number of followers, you could unfollow them. The best tip is probably to be very interesting though. When you are, people will automatically notice you and start following you. So use proper hashtags, to let people know you have Twitter.

1) Follow celebrities, for example: @Justinbieber & you'll gain like 3 followers. Same for lots of verified accounts.
2) Follow random people. I use #Teamfollowback

Best thing you do follow people. they will follow back you.
Other wise if you prefer, you will get lot of followers for very little amount on micro workers.
