I wasn't sure how to read the question, but hopefully this helps. On twitter, if you want to tweet a celebrity, or someone who doesn't follow you, but your account is private/locked can they see it? Or if you retweet something? Or does your account have to be public? Thank you!

There are no lock option in the twitter. it means the privecy is always to public. Because a tweet is like news , so a news can't be private it always be public. So if you tweet or retweet a post , it can be shown to all the twitter user. Not only your friend, followers . But public can show you tweets.
