I have weird people with pictures of naked women following me. They have no tweets, just 1000s of followers and 10000s of followings. How do I make it to where randoms can't follow? Also what is with these profiles? Is this common? I am new to Twitter

All you need to do is log in to Twitter and then click the cog at the top right of the page and then click settings from the drop down menu. In the setting section there is a setting named Tweet Privacy. Add a check mark and only people that you approve will get to see your tweets. Follow me - Markoshoo11 - everyone`s welcome.
