Well, I've been trying.
I tweet him like 60 times a day, I even ask people who he follows to DM him my username (about 6 people did).
Any tips?

It is really hard to get celebrity to follow you n twitter, Especially big one's like Justin Bieber, I've tried to get Niall Horan to follow me, I tried everything, And it just didn't happen. Just keep trying, If you tweet him loads he may think your like obsesed and that might freak him out. Hope i helped

its not easy but there is nothing wrong in trying...right now im trying for liam...its justin bieber overthere so just follow me plzz is not enough...try some quotes so that he will get how big fan you are..its new year right so try something like 'my new year resolution is to see you in my followers list'..like that...tell him how much you love him and it wud really mean alot if he follows you back...all the best and wish me best for liam to follow me..

I've heard of people tweeting him many times a day which you did also, you could send him videos asking or if you have like a singing talent sing asking for him to follow you.
