so if i refreshed a video and only watched 1 second then refreshed it again then repeat, would that count to the views? or do i have to watch the whole entire video and then refresh to make it count?

no it doesn't count. Youtube is setting a Cookie on your computer and therefore knows that it is only 1 view. So basically on person (user) can only cause one 1 view count a day.

No it wouldn't and i'll Explain it like this
Each Computer that connects to the Internet gets a Special "Code" called an IP Address
now when your Computer watches the video, it connects to you tube and registers your IP Address and counts that as a View, this only happens once this stops peoples from artificially inflating their view counts by repeatedly refreshing the page from a single computer.

No it will not be count. So you want to get more YouTube views, but you don’t know where to start? You’ve got the perfect title, tags and description, your video is hilarious and you’ve been promoting like crazy on your Facebook and Twitter page, but your video is still not getting the recognition you think it deserves?
