Is there a way to show this language via an extension or download? I think it is just emoji's and stuff but it would help me to understand if people are being sarcastic in tweets.

if your getting those boxes then it means the your computer (or whatever device your viewing twitter on)
does not recognise the characters cause it doesn't have the character set required.
this tends to happen quite often when characters from Japanese, Chinese, etc characters sets are used.
lots of emotes use these characters.
check to see if your device supports these character sets
if not you can try download and install the language packs
