If you have to ask if fraud is legal or illegal the first thing you should do is buy a dictionary. The second thing is, if you are looking for one of these social security cards is to high-tail it back to whatever country you came from. You will get caught eventually. The U.S. govt is the only one who can issue these cards and so far anyway, they haven't gone to setting up shop in flea markets.
