I am interested in creating a website that will allow me follow who viewed/signed up into my website? Similar to Facebook, twitter, or myspace. Have memebers signing up to my up coming information.

A web site designer could help you with that. You have to design your own site and you make the decision as the the feature is has...not the company that hosts the site.

There are numerous companies that will design and publish such a web site. However they don't do it for free.
Go to the search engine of your choice and type in "custom web design and development" when I did that I got over 22,000,000 million results. You could reduce that number by adding in your city or state. When I added my state it reduced the results to 545,000.
