Sorry, but you can't have animated GIF avatars anymore. You used to be able to by linking your Twitter account (assuming your Twitter's avatar was a .GIF file) to your Yahoo account, but the YA team finally patched that a while ago. You can still link your Twitter and Yahoo accounts, but you can't use .GIF avatars anymore. The YA team actually never intended for people to be able to use moving avatars anyway, since flashing images/moving avatars can bother some folks' eyes.
Some people might still have .GIF avatars, but the YA team goes through and deletes them as they see them, at least according to rumor.
