Hi, I'm an English tutor and I usually teach online. I'd like to know if there are any sort of forums or classifieds (e.g. European craigslist) where I can advertise to potential students in European countries. Germany, France, and Italy are the biggest markets from what I hear.

Here are a few ideas:
Get a webpage where you can advertise yourself.
Get a YouTube account to do the same.
Sign on to all the language forums and visit them every day to answer questions and take part in the debates.
Make a Facebook page for your services.
