No. "Rate me", "how do I look", "what should I wear" type questions are too personal, chatty and have no value to other users.
Questions must seek knowledge and help that benefit all users. Knowing what others think of your looks offers no benefit to anyone, not even you.

No, rating questions are only asking for pure opinion and are all considered chatting. If you want opinion, use Facebook, Twitter, or a site like HotorNot.com.

No you can't. Rate me type" questions are violations for chat and should be reported. No one knows if the poster is the individual in the photo or someone trying to harass embarrass or bully another person. Also, most members don't want to log in every day and see 25 "Am I pretty" questions. The same applies to "am I ugly" rate my body" guess my ethnicity, who is prettier, handsome" etc.Asking for personal opinions is always a violation.
