Can Twitter users create trending topics or are they determined by the creator of Twitter? If users are able to create trending topics, then how is that done?

you would have to put # infront of what you want to trend .. also it will be very hard to actually get something to trend because you would need alot of people tweeting it ..

People think them up, and if enough people like the topic, it becomes trendy.
