What do i need to do to get them to tweet or follow me back?

It all depend on who it is.. for example some twitters like Justin Bieber and The Beatles just follow their new followers back, so people unfollow and refollow them a lot until they follow back. As for getting tweeted, just try to tweet them something original. Not just 'omg I love you', maybe a funny joke or a cheesy chat up line? Something that will catch their attention basically.

Send interresting tweets to the celeb.
Tweet something funny or even random to get their attention.
Everyone sends tweets like (omg, I love you so much <3) or (please follow me!)
If you want to get their attention, ask them questions or tweet something that'll interest them or inspire them.
Put value into your tweets, make them special; distinctive from everyone else's.
