You can just send a message with @theircelebrityusername on your regular twitter account. For example "@oprah I love your show!!"
There is no gaurantee they will read it or respond though. Good luck.

I do this for my local tv station that displays twitter updates on the bottom of the screen. I also like Ellen Show!
