You can't 'make' anyone follow you.
I have 6 celebrities following me, and it just happened.
They like your tweets, it's random, they follow back fans? hashtags?
Who knows.
Don't sound obsessive or immature, or they might think your a crazy fangirl.
Maybe talk about their interests and tag them, in case they end up scrolling through that hashtag and come across your account.
I assume thats how I got mine.
