I really love the Kawaii culture, and I would like to start dressing like that, so what kind of stuff would I need in the following categories
Tops
Bottoms
Footwear
Jewelry and Accesories
Headgear
Makeup

Please don't ever say that word again. "Kawaii" is not a culture, it's a way for white people to take a big crap all over the Japanese culture and language by pretending to understand it.

You like Lolita, or Ganguro, or visual kei, whatever the actual style is. Kawaii is not a culture.

Anyway. Check out YesStyle.com. It features a variety of Asian clothing lines. Most of the clothes are practical, because Asia is not a big cluster of "kawaii", but there are plenty of cutesy pieces as well.

Wow, way to trample all over someone's desire to learn more about Japan fashion. The poster above me (Summer) must enjoy searching the term "kawaii" so as not to miss any chance they can to come down hard on someone new to fashion and Japanese culture. Ah, well... give someone a couple years of schooling in Japanese language and they are suddenly an expert who feels the need to defend people who don't need their defense. And wow, that 'white people' comment was just rude... I mean, damn...

And now to the answer! Kawaii Fashion is cute, fun, and a lot of whatever you want to personally add to it! To the asker I would suggest looking at photos taken on the streets of Harajuku for inspiration!
