Yes, India is a Welfare State
In every year India spends above 60% of its budget on welfare of people. You can see 2012 budget Highlights. You can Study Indian Economic Survey.
1.Public Distribution System( Distributes food grains,other essentials)
2.Scholarships to Poor people.
3.Reservations for women in jobs,buses etc
4.Reservations for tribal, backward people
5.Government banks that give loans to farmers,small and medium companies.
6.Subsidy cylinders,power,petrol,diesel
7.Government Hospitals for poor
8.Government Schools for poor
9.Free and Compulsory education for 6-14 age,
10.Old age pensions.
11.Many Laws for empowerment of women.
12.Loans to self Helped Group Women
13.Mahatma Gandhi National Rural Employment Guarantee Program for Rural People
14. Many Welfare Programs........

Above Answer is Right. But Corrupt politicians, Officers are responsible in failure of reaching the whole funds, Programme's to poor.
