Hi,
i mean a complete website. with comments section, chat, and so on. is there any way to create such a site for free and without having a server in my house?
It's O.K if it needs programming knowledge. i just want it to be free.

Try Blogger.com or Wordpress.com . For chat, you might be able to add in plugins/javascripts.

at the bottom left of the home page there should be a place where it says "create a free website"
