Please suggest some ad agencies that can help in online advertisement, advertisements in social networks and mobile advertisement (iPhones, Android, Blackberry etc.) by focusing on a particular city.
I need to advertise in a city in Punjab, India.

Google Adwords has a mobile option, they acquired a large mobile ad company some time ago, who's name I don't recall. Normally their ads can be geo targeted based on the IP address of a users Internet connection to specify a radius surround a specified location, I a not sure how well that translates to mobiles.
Worth mentioning Facebook ads target cites based on members city of residence, one can specify (In the U.S). only a specific city or surrounding cities within 10 or 25 miles.
