For example, I have my Twitter account which is me. The one that I use often. But I would like to make a page for like quotes, funny sayings, etc. I want to do this without making a whole new email address and a new password. Anyone know?

Try using dots or dashes when creating Twitter account.
For example,
steveissmart@abc.com --> twitter account 1
steve.is.smart@abc.com --> twitter account 2
steve-is-smart@abc.com --> twitter account 3

Twitter isn't like Facebook. One Account = One Profile. You will have no create a whole new account (requiring a new email and password) to make a new Twitter Profile.
But I have a useful tip so you don't have to manage multiple emails. Just create an email and simply update the settings to forward all those emails to your "main email". (Gmail and Live both have those options for free, Yahoo charges you)
That way, you receive email updates from both accounts to your one "main email" address and you'll never have to worry or even login to the other email again.
