I'm just using sony Xperia J, and celcom 2G sim card .whenever i connect to the internet, using whatsapp, twitter application or whatever application that needed internet connection it will cost me money although i already turn on my wifi. does I have to change my sim card to 3G or is it my setting?

Your apps keep running in background while you are not connected to wifi.
Turn off 3g data from settings in order to make sure you donot use it unwantedly.
