Basically I'm a new blog writer (literally started today) and want to gain just a small amount of traffic. How would one go about putting a bug in peoples ear without pestering them?

You could start by submitting you blog posts to social bookmarking sites.
Create a twitter account, work on getting followers, update it with current blog posts.
Do the same with facebook and other social networking sites.
Actively comment on other like minded blogs and a link back to your website.

Write good useful and unique content
Use social networking sites frequently like Digg, Delicious, Yahoo buzz etc
Visit and put your comments on the blogs similar to your niche.
Try submitting in directories.
Write guest posts in other blogs and put your blog link below it.
Join forums related to your blog topic, join them and participate in them and put your links there too.
Use youtube if you can, make your own videos, put them on youtube, it surely helps.
Find blog aggregatros and submit your blog on them to.
