Preferreably free (ad-supported) with an opportunity to upgrade to a paid version later ?
Also, what do you recommend as a host site for such project, given that I cannot say how many people might register ??

If you want to run something yourself directly (on your server) you'll want to get some kind of script. That way you'll be able to to have control over your users and you'll own the database. webNetwork may be a good option for you, check it out at http://www.webscribble.com/products/webnetwork/ .
