I would like to block someone who is stalking me on Twitter but they haven't set up their account or whatever so I can't search for them from the email contacts feature. But I can't view their profile to block them because it says this person is not findable by email yet.

If you can't find them, how could they be stalking you in the first place? They haven't set up an account? How could they possibly use the site in the first place?

Make your tweets private so that only your followers can see them. Make it so that you have to approve your followers.
