I texted twitter, 40404, with the word start like I was supposed to and it replied that my phone was not verified, reply with start, and when I did, I got the same message. What is going on?

Did you use the correct country short code? (see link 1 below)
It should ask you to sign up if you're new or reply with your username if you already have an account.
