I have a website which address is http://engineeringbooks.net I am planning to monetize my website. But I'm not sure if my website is compliant with Google adsense policy. And apart from adsense which is the best ad publishing network?

Here is a list of a few ad networks you can use instead of adsense:
Adwager - http://adwager.com/ - Recommended! They make the most money for my websites.
Adbrite - http://www.adbrite.com/
Bidvertisor - http://www.bidvertiser.com/
Chitika - http://chitika.com/
Tribal Fusion - http://www.tribalfusion.com/
Try out a few and see which one works best for your website. You can always use more than two ad networks on the same website.

I would say that the best advertising is Social Media. Try Twitter, Facebook. Pinterest, Google plus and even youtube. They are great tools to consider and can cause a viral affect on your traffic.
