Yes you can recover your deleted Twitter account.
1). Open your web browser and go to the Twitter support page at Twitter.com/help/escalate.
2). Choose "I'm confused, or have a question" from the drop-down menu under "Dear Twitter."
3). Choose "Restore my deleted account" from the drop-down menu under the "Regarding" section.
4). Explain your reasoning for restoring your account in the "Sharing is caring" box.
5). Type in your contact information in the designated boxes. Click "Submit" at the bottom of the page once you fill out the form.
