How can I change the name of my 'profile picture' album on Facebook? OR how can I move the photos in the 'profile photos' album to a new album without deleting the comments.

neither of those things are possible
the "profile pictures" album is a "system album" - it has special requirements that are different from other albums, much like the "mobile uploads" album and the "wall photos" album

You can't its impossible
because the only thing that goes in
that album is your profile pics
