The arrows are used in two ways.
Firstly to express approval or liking.
dog>cat. Dogs are better than cats. I like dogs better than cats.
dog> I like dogs
< indicates disapproval
The number of arrows indicates the strength of feeling
dog>>>>>> I like dogs very much
Secondly they are used as arrows to draw attention to something felt to be important
