I mean contacts, and references. Like using somebody's twitter followers or Facebook friends or all their phone contacts. Also is it some kind of marketing scam if an employer requires a person to have a large following on a social media website before they can apply?

Yes. That's definitely a scam.
Are you sure this is for a real job or some type of scam 'internet job'
