tell your friends to follow you. tell your friends to tell their followers to follow you.
if all else fails, become a celebrity.

you need to tweet about a very specific topic and be polemic about it, so other people start replying and follow you, also get your own blog or site and build an audience there first and then promote your twitter account from there.
if you have no audience whatsoever and you are not a celebrity or a brand, it's certainly extremely hard to gain an audience from scratch on twitter.

You can exchange them with other people, right now I am using http://www.socialsmash.net and it works great. You just follow people and get coins then use those coins to get followers!
Pretty neat if you ask me.
