some person on facebook but he or she offline.i mean turn off chat.i need to find them.is there any software ? or any solution ?

there is a search bar on top type in their name

No u usually can't tell but if they post a status or like someones pic/post then most likely they're online

At the lower right corner, there is a search box. Just type his/her name and it will appear immediately. Click. And you will see if he or she is either online or offline...

You have a TICKER on fb which will show the updates of every1 who is on fb...

No, there is no solution or software available to find the people who turn off chat or offline. you can search them in the search option on the chat window and send them offline chat.
