I want to down load the apps but they both say that they need access to my sms and could send sms (facebook). And facebook says it can discover known accounts. Are the apps safe to download? Why do they need these permissions? Thanks.

As long as it's the official facebook app and official google translate you don't have to worry. Certain apps need certain permission. For example the facebook app requesting for texting may link up your friends contacts on facebook and translation links up with texting so if someone writes to you with a different language your able to read it more easily.
