They have not done anything wrong so I don't want to report them but I just don't want them following me.
I have gone onto websites saying how to block people but it seems like twitter has been updated since they were written.
I have just tried the 1st answer and the 2nd and 3rd options are hidden behind the text box below. It might just be the computer I am on.

Go to his/her account, there will be an icon of a person beside the follow icon, press it and a list of commands will show :
