How do I set it so only Friends of Friends can search by NAME on Facebook? I don't want stalkers finding my profile picture.

The only way to do that is to go one by one to the people you don't like and block them. Otherwise setting you privacy setting to friends only but they will still be able to search for you account

Facebook>>Settings(Right top)>>Privacy>>Who can look me up >> Edit.. Change the settings ap per your requirement.
