The nearest you can come to the hacker is his/her internet service provider who has a block of IP addresses to give to their clients. Microsoft does not make CPUs. A CPU is only a part of what you need for an ip address. Microsoft makes operating systems/software. CPU is hardware.
Now, if you can get the hacker to call you on the phone, he can do all the call blocking he wants to, you forward your telephone number to like a 1 800 number and it will unblock his attempts to block his phone number...unless he is really good. And you need someone at that 1 800 phone number to help you on it.

Due to security reasons, IP trackers aren't widely commercially available, and if you are asking for step-by-step then you probably wouldn't be able to do it without the help of a program, and there are no Free, or necessarily legal, programs to help you. You should consider reporting the user, and telling Facebook the problem. They have the resources available to resolve the problem. Most hacker aren't even present at the computers which hack the accounts. They use "Zombie Computers" which are computers owned by unsuspecting citizens, infected with a virus to do the hacking and the like to avoid this situation, being tracked down.
