I dont THINK you need a license, try putting out ads in the local shops/shopping centres and see if anybody contacts you that way. Make a facebook page? My friend set up a mini business through facebook doing deliveries and things like that! Hope it works out for you x

You need to advertise, and get dogs to walk. Try craigslist.
