first of all it mustn't be a free website
second you should specify a network to get it's ads
like ads.google.com and it's the most famous ads network
then you should fill the application in this ads network website
the will review your web site and they will tell you if your site is accepted or not
if not they will tell you the reasons to modify your site to be compatible with there services
