I heard Populist used in the media before. Calling Sarah Palin a populist. (I think in the national review) Is that word used in america to refer to someone who has a political philosophy urging social and political system change that favors "the people" over "the elites". Or are they saying it's someone who does what is popular?

I don't know the exact definition, but a populist to me is someone who appeals to the most popular concerns and interests of the majority of average Americans.

your former definition is correct, and I suspect the televised news media has no clue what it really means.
