I would like to post an ad about a restaurant. I want to say how they should join Facebook to get VIP offers and special deals. I also need to add the logo to it. Which section is the best to post this ad?

Probably under the community section, in General or activities.

You could list it under Small Biz Ads, but if you have coupons and say they are a buy one, get one free or something of that sort, I would also try the "Free" section under "For Sale." That section gets lots of traffic, but make sure you are actually giving away something free. If you want to add larger or more pics to your ad, I included the link below. You might search for the site's logo and SAVE IMAGE as from their website. You can upload it to your ad later.
I suggest for restaurants, and getting attention to your demographic, using http://yelp.com and find your zip code and community as well.
Try out a bing, yahoo or google search on this string of words: 'yelp restaurant [enter your zip code]' and if you enter the zip code of the restaurant in question, it may show in the results.
