essentially web 2.0 is about social media, interactive portals (comment-enabled), user-generated content like blogs, etc.

There are static and dynamic Webpages. In static, users cannot interact with the webpages while in dynamic users can interact. Web 2.0 marks the beginning of dynamic web pages.
