By selling all of your content.....in the tos, it states that any content uploaded to that site becomes their property.

Pictures, movies, etc.

google collects the user's data and together with what you search, whats on your emails makes the ads in other of its services much more personalised, and therefore asks to its clients to pay more for the ads in comparison to without the data of the social network.

See... there are a couple of things about google. They first off, know everything about everyone. Seriously, go google something, and then ads about what you just googled will be on every website you visit. It's insane. Plus, google makes so much money that they dont really NEED to make money off Google plus. So they can keep it ad free for now.
