OneCare is assiciated with Windows, and Windows make terrible anti-virus/spyware programs. The best programs you need are Kaspersky Internet Security and Spybot. But you must uninstall OneCare to aviod the Antivirus programs conflicting on their performance on your computer.

Here are 3 little tools every computer user should use on a regular basis. Dowload and install each of the following programs, they're small files.
The first one is ccleaner which will clean the junk from your computer, the second is cleanup which will also clean additional junk from your computer, the last one is Malwarebytes which is the best spyware/malware cleaner on the market. Make sure you run the first 2 cleaning programs first as you don't want Malwarebytes to have to scan through thousands of temp files. After you run all 3, restart your computer and run a defrag.

Most computers actually run slow because of a hidden part of your system, which is constantly being used by Windows. This part of your PC is called the "registry" and is the central database for Windows, which stores everything from your latest emails to your desktop wallpaper. It's one of the most important parts of Windows and can easily make your PC run slow. The more corrupt registry files your computer has, the more it struggles to read them. The files which makes it run slower and slower. To fix this, you simply need to use a registry cleaner http://cleanup-comuter-run-perfectly.com . These are small software tools which actually work by scanning through the registry and fixing any bad files that are in there. This then allows Windows to read as many files as it wants, when it wants to.

To help you it is best that you always provide your hardware specs, operating system, and software (firewall, anti-virus, and anti-spyware).

This is for Windows XP or Vista

Their are a few things that can cause a computer to run slow and/or improperly: dust, poor ventilation, insufficient hardware, damaged hardware, registry errors, disk fragmentation, malware, too many start-up programs, insufficient disk space, and junk files.
All the following are FREE (Downloads can be found at Download.com)

A cool program I like to run before performing system slowing tasks - SmartClose (Windows XP only, have not tested on Vista)
This program closes out of most unnecessary running tasks and programs, you can add tasks you want to keep running to a list. Programs can be restored upon request or at the next computer boot.

Change system settings, especially in Windows Vista, to best performance for lighter use of the hardware (cpu, processer and video card).
--Start> Control Panel> System> Advanced Tab> Under "Performance"> Settings> Click on the "Adjust for best performance" option then "Ok"

Uninstall unused programs, update your computer regularly, update obsolete or old programs.

Run Disk Cleanup - Start> All Programs> Accessories> System Tools> Disk Cleanup

Run Disk Defragmenter - Start> All Programs> Accessories> System Tools> Disk Deframenter

Remove Programs from Startup - Start> Run> msconfig
--Click on the Startup tab and uncheck the boxes of programs unnecessary to run at startup

Install and Run ONE Antivirus Program (Can cause system to slow down if the shield is active)
--AVG Anti-Virus Free Edition http://www.grisoft.com/
*--Avast Anti-Virus Home Edition http://www.avast.com/
--Avira Anti-Virus http://www.free-av.com/

Install and Run Anti-Spyware (Can cause system to slow down if the shield is active)
*--Spybot Search and Destroy http://www.safer-networking.org/
*--Spyware Terminator http://www.spywareterminator.com/
--AdAware http://www.lavasoft.com/
*--Spyware Blaster

Install and Run System Optimization tool
*--Ccleaner (Strongly Recommended) http://www.ccleaner.com/
*--Advanced SystemCare http://www.iobit.com/
--Glary Utilities http://www.glaryutilities.com/
*--Auslogics Registry Defrag http://www.auslogics.com/

Internet Browsers
*--Firefox
--Opera
--Avant

To Maintain Your Systems Safety a Firewall is Recommended (Can cause system to slow down if the shield is active)
*--Comodo
--Zonealarm

* = Favorites (For installing all: recommended RAM is 1GB+, Free hard drive space 20%+, and a decent 2.0Ghz+ processor)

If all this fails then you need new hardware/upgrades or you need to format/reinstall your hard drive/operating system.
If that fails, you need a new computer.
